Chief of Staff Army Strategy

A native of British Columbia, BGen Kelsey was a proud Cadet that transitioned into Army Reserve in 1985 as an Infantry Private in the Canadian Scottish Regiment (Princess Mary’s).  The Regular Force followed in 1988 under the Officer Candidate Training Programme where he was commissioned into the 8th Canadian Hussars (Princess Louise’s). 

BGen Kelsey is a proud tanker that has had the privilege to command at the Troop, Tank Squadron and Combat Team level, as well as at the Training Centre, and Task Force level. His formative years were as a Tank and Reconnaissance Troop Leader in Lahr, West Germany, and as a Tank Battle Captain and Regimental Operations Officer in Canada before proudly joining Lord Strathcona’s Horse (Royal Canadians).  His most recent command was as Base Commander CFB Kingston (2015-2016).

He has benefited from extraordinary, indeed patient, NCOs at every step of his career and has understudied some of the CAF’s best commanders in the positions of Squadron Administrative Officer, Regimental Second in Command, Task Force Chief of Staff, and Deputy Commander Canadian Manoeuvre Training Centre.  Similarly diverse, BGen Kelsey’s staff education has been at the Brigade (G1 Operations), Task Force (G35), Division (G3), and Army HQ level (Section Head, Army Force Development).  Joint experience includes two years in the former Deputy Chief of Defence Staff organization (J3 Training and NBC) and the Canadian Joint Operations Command (J7 Training).  His most rewarding staff appointment was as the 38th Director Royal Canadian Armoured Corps from 2013-2016.

In addition to three years in Germany, BGen Kelsey participated in a number of overseas operations including Op CHAPERON - UNMOP, Croatia (1999); UNPREDMON, Montenegro (2000); Op ATHENA, Afghanistan (2004-2005); Op ARCHER, Afghanistan (2009-2010); and, Op INHERENT RESOLVE, Iraq (2016-2017).  Domestic operations experience includes: Op RECUPERATION - Ice Storm (1998); Op GRIZZLY- G8 Conference (2002); and Op PEREGRINE - BC Forest fires (2003).

He is a graduate of the Canadian Forces Staff School (1993), the UK Joint Warfare Course (1994), the Canadian Land Forces Command and Staff Course (1996), the Canadian Forces Command and Staff Course (2006), and the National Security Programme (2015).  BGen Kelsey holds a Masters Degree in Conflict Analysis and Management from Royal Roads University.
