On 1 April 2001, the Combat Training Centre (CTC) was stood up as a separate entity from 3 Area Support Group (3 ASG) and falls under the chain of command of Land Force Doctrine and Training System (LFDTS). With the split of 3 ASG, CTC HQ and all CTC units are under the direction of LFDTS and do not fall under the command of 3 ASG or LFAA. The focus of CTC HQ will be on Army Individual Training matters.
CTC HQ consists of the following:
The CTC G1 is staffed by a Captain and a Sergeant and is the focal point within CTC for personnel (Regular Force and Reserve) administration and services between CTC, 3 ASG and LFDTS Headquarters.
The CTC G3 functions are performed by five separate cells, which are G3 Coord, G3 AIT, G3 AITD, G3 AITS (CSA & CSS) and G3 Air. The role of the CTC G3 training staff, working at the operational level, is to act as the link between strategic staff directorates and the tactical level training conductors (all Army schools, training establishments and other CF agencies) conducting training on the Army's behalf in accordance with the Army Systems Approach to Training (ASAT) and assigned Centre of Excellence responsibilities.
The G3 Coord section coordinates and manages all Centre of Excellence projects and activities in CTC.
The G3 AIT coordinates the conduct of assigned national individual training courses on behalf of Chief of Land Staff (CLS) through Commander, Land Force Doctrine and Training System (LFDTS). Tasks include coordinating Army individual training, including taskings, augmentation, scheduling of all assigned training courses, coordination of Distributed Learning/Training for selected Army individual training courses.
The G3 AITD provides operational standards support within the LFDTS. LFDTS Headquarters provides standards at the strategic level, while training establishments provide tactical level support. Specific operational functions include approval of course training plans, conducting training plan maintenance with the assistance of Army Centres of Excellence, overview of courseware development by the assigned Centre of Excellence, assisting in the evaluation of Qualification Standards (QS), requesting changes to the QS to LFDTS and implementing validation recommendations.
The G3 AITS (CSA & CSS) provide Operational Level Standards support within LFDTS. They prepare, promulgate and amend assigned Army Individual Training Documents for both Regular and Reserve MOCs, conduct liaison with CFSTG Schools, DAT, LFAs, CLS, NDHQ, LS Branch Directors and other agencies as necessary on Standards related issues. As well, they provide updates to the Army on changes to CSA & CSS training through a variety of means including the AITC and the ATWG conferences.
The G3 Air coordinates air support to CTC schools for national training events and activities.
The CTC G4 is responsible to the Commander CTC for the close coordination of all service support including accommodation and infrastructure matters provided to the formation. As well, training support functions unique to CTC are embedded in the G4 organization.
The CTC G4 is commanded by a Major and consists of a G4 Coord (Captain) and three cells (G4 CSS, G4 Equipment and J7 Management). The G4 Coord's responsibilities include major projects, budget, and accommodations as well as environmental and safety functions.
The CTC G4 CSS consists of a Captain and a Sergeant. It is the main link between CTC HQ and 3 ASG G4 for service support issues and is responsible for supply, transport and food services, as well as ammunition and IMPs.
The CTC G4 Equipment consists of a Master Warrant Officer, the Branch Sergeant-Major and a Sergeant. It is responsible for all maintenance and equipment issues including vehicle and equipment augmentation/taskings.
The J-7 Management cell consists of a Master Warrant Officer, a Sergeant, a Master Corporal, two Corporals and three civilian employees. The MWO and a Corporal look after the facility management and coordination of common building resources for the occupants of J-7. The remainder of the cell's staff is employed in the CTC library that provides printed reference material for all of the training schools including CFSME.
The CTC G6/IM is responsible to the Commander CTC for control of the G6 functions and IM (Information Management) for all of CTC. The CTC G6/IM functions are performed by four separate cells: AITIS, CTAPC, DL and LFC ITMIS and is commanded by a Major. The CTC G6/IM is located in J-7. CTAPC and DL are located on the first floor in Room B159. AITIS and ITMIS are located on the second floor, Room F208.
AITIS (Army Individual Training Information System) consists of one Captain, one Warrant Officer, One Sergeant and two Conversion Trainers. The cell serves as the Land Force's repository of all courseware and associated files. It is responsible for liaison with the appropriate higher and lower Headquarters as well as the ATCs, to ensure that Individual Training information needs are being met. All courseware is stored in the Documentum database. The System administrator maintains three servers in the 3 ASG server farm and provides the following services: Provision of timely and accurate Individual Training courseware and associated information and training to the Land Force community and other users having a requirement for this information.
CTAPC (Command Training Aid Production Centre) consists of one Master Warrant Officer, one Sergeant, three Corporals and two Graphic Artists. The cell serves as the centre for imaging, graphic arts and limited video editing to all schools of CTC and units of 3 Area Support Group. It provides the following services: Digital image capture, processing and transmission from remote locations; imaging support for exercises and operations, including official photos and passport photos; illustration packages for Army publications and the development of training aids (i.e. LAV); video conferencing in J-7; large format printing, charts encapsulating and laminating of training area maps.
DL (Distance Learning) consists of One Captain, One Lieutenant and two multi-media artists. The cell develops multimedia-training aids for CTC. Such aids include VR technology, computer based animation, and fully interactive CD ROM or DIN based training packages. It provides the following services: Manages and develops computer-based training for CTC units delivered in both CD ROM and DIN formats; develops in-house projects and oversees contracted out projects.
The LFC ITMIS consists of one Captain, one Sergeant and one Master Corporal who have extensive and specialized training in database architecture and systems administration. The cell is the LFC component of nation-wide ITMIS database system of record for all training, qualifications and training modules used by the Army and all of the MAs. All training conducted in the CF is to be processed via ITMIS. There are 12 servers across Canada and 430 users. It provides the following services: Provides intimate support to CTC national schools as well as support to all LFC ITMIS users across Canada; maintains users profiles as well as provides ITMIS training for LFC personnel as well as commands upon request; and, as the Business Objects database query tool center of excellence, maintains and designs database universes for users. LFC ITMIS is currently working on the training for and rollout of HRMS PeopleSoft training module to both the Regular and Reserve components of LFC.
The CTC Comptroller's staff consists of one Captain, one Sergeant and one Corporal, and is located on the 2nd floor of Building H-16. It provides resource and financial management services to CTC HQ and the four CTC Schools (Tactics, Armour, Artillery and Infantry) as well as Land Force Trials and Evaluations Unit.
The CTC Comptroller provides the following services: Staffing of quarterly write-offs, quarterly reports of Provision of Services, FMAS support and general financial management support (FMAS reports, budget/funding questions).
