Kingston Garrison Diversity Advisory Group

Mission

To provide timely and sound advice and assistance to the leadership and members of the Kingston Garrison with a view to creating a work environment conducive to equity and diversity.


Terms of Reference
  1. Within the Department of National Defence, it was recognized that there is a crucial need for the creation of Advisory Groups. The Deputy Minister endorsed the establishment of such designated groups in April 1994 and was further endorsed by the Defence Diversity Council in 1997. It identified the need to support visible minorities, disabled individuals, aboriginals and women. The Advisory Groups are looked upon to assist management with their Employment Equity (EE) action plans, provide direction to resource outlets, harmonize relations with the four identified designated group members, escalate retention rates, and provide evolutional, viable teams and productive working environmental situations.

  2. These groups are mandated to discuss evolving EE policies, encourage new strategies regarding recruitment and retention, and support facilitation of positive work environments.

  3. The KGDAG represents a consultative link and resource mechanism for management in fulfilling our obligation under the EE Act. Additionally the KGDAG is responsible to promote and provide educational opportunities through the observance of annual commemorative functions and events.

  4. In Kingston, the advisory group is comprised of both military and civilian members, which includes key representation of proactive individuals from all levels with the organization.

  5. The need for representation from every unit is an accomplishment of our Garrison’s goal, therefore, we are providing an opportunity for Garrison members to achieve mission success through diversity and experience a career enhancing opportunity by volunteering with the KGDAG. The KGDAG has been active since 2001 and the support of the Garrison leadership is paramount in ensuring that this very valuable Group provides guidance and insight toward a successful goal of Employment Equity and Diversity within our Garrison.

    Meeting Times and Locations
    Meetings will be held every 2nd Thursday of the month at the Garrison Language Centre, Byng Avenue

    Co-Chairs
    Co-Chairs shall report (at least quarterly) to the National Co-Chairs on challenges, issues, and accomplishments specific to their respective regions.

    Limitations on Selection and Appointment of Co-Chairs
    Only serving regular and reserve force military members and DND indeterminate civilian employees may hold a seat as the Military or Civilian Co-Chair. Members of the Canadian Forces Rangers and Cadet Instructor Cadre components are not eligible to be Military Co-Chair.

    Previous volunteer in sub committee experience is deemed to be a valuable asset for Co-Chair nominees and incumbents.

    In the event that a nominee is not generated for consideration as a Co-Chair then acclamation may be utilized. Acclamation should only be used as a measure of last resort, with the election process taking precedence; and

    In accordance with the Advisory Group TOR, Co-Chairs normally serve a 2-year term and are elected by the KGDAG Eligible Voters list in accordance with the KGDAG Election Process (see Annex A).

ANNEX A – KGDAG Electoral Process

A general KGDAG Co-Chair election is conducted within the KGDAG network and shall be administered at designated meeting by the HR EE rep at the request of KGDAG in the event of a Co-Chair’s:
  • end of term,
  • resignation, or
  • Dismissal as passed by majority of the KGDAG Executive during formal meeting with a minimum of 5 pers.
Subject to the announcement of a pending election, eligible KGDAG members (see para 5.2) may self-nominate by expressing their interest and communicating their written intent to the incumbent Co-Chairs. Nominees must provide a biography to the KGDAG Administrative Officer, who will announce the official nominees, and propagate all election related information.

Eligible voters shall be given individual, election notice and instructions. Voters will be given a chance to cast their vote personally or via e-mail, to a specified e-mail account. KGDAG Administrative Officer will tally all votes received prior to the promulgated deadline. In the event that a minimum quorum of 60% of the voters does not participate prior to the initial deadline, KGDAG Administrative Officer shall extend the deadline for consecutive 24-hour periods until quorum has been achieved. If after three extensions quorum has not been achieved, the election shall be annulled and a new election shall be re-initiated by KGDAG. Subject to advising the successful nominee and their subsequent acceptance, the official election results will be announced to the membership by both the KGDAG Co-chairs via e-mail.

KGDAG Military Co-chair position, eligible voters (as maintained by KGDAG Administrative Officer):
  • Combined group Military Co-chairs
  • PWDAG Military Co-chairs
  • DAAG Military Co-chairs
  • DWAG Military Co-chairs
  • DVMAG Military Co-chairs
In the event of a split vote (tie), the incumbent KGDAG National Military Co-chair will cast the final and deciding ballot.

KGDAG Civilian Co-chair position, eligible voters:
  • Combined Civilian Co-chairs
  • PWDAG Civilian Co-chairs
  • DAAG Civilian Co-chairs
  • DWAG Civilian Co-chairs
  • DVMAG Civilian Co-chairs
In the event of a split vote (tie), the incumbent KGDAG Civilian Co-chair will cast the final and deciding ballot.
